EPAL wooden pallets are treated in accordance with the ISPM 15 standard and can be used without restriction for the movement of goods outside the EU.
When the UK leaves the EU on January 1, importers and exporters fear that trade between the former EU member and vice versa may no longer function smoothly. They cite a lack of IPPC-compliant wooden packaging and pallets, which will have to comply with the International Standard for Phytosanitary Measures ISPM 15 when transported to and from the UK from January 1, 2021.
The ISPM 15 standard has been mandatory for the international movement of goods outside the EU since 2002 to protect domestic forests from pests. Treatment is not mandatory for the transportation of goods within the EU. When importing into third countries, the standard is strictly controlled and if the load carrier is not treated, the import of the entire goods will be refused. From January 1, 2021, the United Kingdom will be considered a third country and wooden pallets will be checked for the ISPM 15 standard at all borders to and within the United Kingdom when transporting goods.
The ISPM 15 standard requires the treatment of solid wood with a recognized measure. This is achieved for all EPAL pallets by heat treatment in drying chambers. This can be recognized by the branding of the middle blocks with the IPPC marking and the IPPC number of the licensee as well as the abbreviation HT. The markings may only be used by companies that are registered with the competent phytosanitary authority.
In EPAL's technical regulations, treatment in accordance with the ISPM 15 standard has been mandatory for the production of all EPAL pallets since 2010. For repairs, EPAL requires its licensees to use new wood and, in addition, requires the repair companies to comply with the national ISPM 15 regulations.
